In Louisiana however, you can not install over old shingles. You must first remove the old shingles before installing new ones. Once the old shingles have been removed you can get a feel for the soundness of the plywood underneath by simply walking around the roof looking for soft spots. If soft spots are found you will have to replace the drywall and the underlayment. Most residential insurance roof restoration jobs will require a complete roof replacement.
